Argentina, in my experience, is simply one of the most corrupt countries I have ever dealt with. They rank above both Mexico and Guatemala, and I might only put China above them in terms of the depth and breath of corruption in the society. There might be a few more corrupt countries out there, but not many. You would likely have to look to Africa for a more corrupt country, and it seems they are now ranked alongside the likes of Nigeria.
Let's put it this way, the last two property purchases we handled involving a citizen of Argentina selling property in Chile, also involved payment with big bags of U.S. dollar bills (not easy to arrange and dam expensive in Chile, but possible). They would accept no other form of payment, for fear it would be stolen in Argentina by the IRS, the banks, and so on. They likely planted that money in the back yard under the rose bush when they got home.
