in my experience over the last 5 years:
ATM cards are the most practical, cheapest and simplest way convert dollars to pesos in small amounts on a monthly basis, say, $500 to $800 per month.
for larger sums, getting cash from a US based credit card is OK as long as you pay it off quickly. this works for transfers in the $1000 to $5000 range.
for very large sums, a bank to bank transfer is best. obviously this requires a bank account in chile, which can be a problem for foreigners. i still don;t have one. when i bought my house, i transferred the money to my chilean gf's account, and she got the "vale vistas" for the seller and the realtor according to the terms of the contract we signed.
Western Union isn't really good for anything except true emergencies, and they stick it to you because they know they can. if you are going to them, it's because you are already in a bad situation or you haven't done your homework yet.
