'Difficult to know whether the Bolivian government clothes its argument with a claim that a landlocked state deserves marine access (listen, Andorra, Lesotho, and scores of others!) or one that a former maritime state should have a coastline restored to it (now it's your turn, Austria, Ethiopia, and more!). Either way, it's clearly a case of sour grapes.

Maybe Manitoba should sue Ottawa because it doesn't have any mountains.

Do you want the largest coca producing nation in the world to have access to the Pacific with some rag tag customs officials inspecting the holds of ships?

When I leave Canada to go into the states I am not checked when exiting but rather upon entering. I'd put the onus on the ports at the receiving end to watch what comes in. Here in Canada they are overrun with mafia and Hells Angels dock workers. HA have infiltrated at every level. The preferred route is through Mexico anyways. So much easier to bribe Mexican officials.
