It is possible to live in Chile on say 350,000 pesos a month or so, it is just not EASY to live in chile on 350,000 pesos a month. Especially for a foreigner with inclinations or needs that require imported goods or other "luxuries".
You are at the minimum going to have to look to more rural areas. Not going to happen in Santiago (not in a good way anyway).
How rural, well that is up to your tolerance level.
Your upfront costs are mostly going to happen in the first year. Moving, immigration, shipping, exploring, and so on. If you have some savings to buy something, then that will go a long way to bringing your monthly cost of living down.
