What is to bite? I have seen Chile called uncivilized and backwards cause the coffee is bad (I fully agree that it is horrendous). If you believe for a minute that this is not rude then by all means make your case. Don't get me wrong. I fully realize that if you are in Chile the pros outweigh the cons for you. But geez this propensity for smugness is lame.

Puelche I welcome your point of view actually. Please fire away. Heck, I don't even need for you to be polite or civil though I have tried to be.

As far as dogs, I will be the first to admit that it is a problem that needs solving. Extermination, sterilization, education, change in attitude will all have to be part of the solution. But to imply that the dog problem or bad coffee makes us uncivilized savages is just plain rude. I would rather that you condemn our horrendous racism towards our first nations or our antiquated class structure as uncivilized. But then again when you are at the top of the class pyramid you might not be as willing to condemn same.

I do not agree that street dogs are present in every country in the world.
In my city I have never seen a street dog, but then again, our laws and civic responsibility are respected. All cats and dogs must be registered, chipped and most are desexed.
Pet owners generally walk their dogs in the evenings after work. They all have to carry doggie-do scoops with which they collect any droppings -every park has dedicated doggie-do collection receptacles-. Also, the animals must always be on leashes when outside their homes.
One of my brothers, who lives in another state called me one day to tell me that he had caught a small dog which he had seen running on its own, past his home. He called the local council and soon a ranger arrived and retrieved the animal. Its tag had the owner's phone number and also it was scanned and further details of the owner were obtained.
Animal and owner were re-united that same evening.
It's all about the authorities creating the right regulations, education programmes and enforcement.
