Not entirely accurate. When using a BIP card, you have a two hour window (I believe, please correct with the correct time) to transfer to a BUS without charge after using the Metro. If you live, shop, take care of personal business on the popular routes, it is easy to take the Metro coming and a BUS returning.

notentirely accurate, but mostly, since I was only talking about the subway anyway.
If you have to get somewhere, it would be better to count on taking the metro than a bus, as it passes more often

I would suggest you find an apartment that is centrally located and close to the metro. My little brother taught English in '05. It was a full time gig but it consisted of 2 hours in the morning and 4 in the afternoon/evening. Since he was staying with my mom's family in Maipu, he basically had to hang around downtown for most of the day as going back for an hour was not feasible.
In '08 he rented a new apartment near Estacion Central.... Apt. was fully furnished, had doorman, was very secure and was 135,000 pesos. But right outside the apartment you had the reality that is Chile's poor. People sleeping on street, begging, etc. So if that is discomforting you may want to take that into account.
As far as teaching English, use the institute teaching gig as a door into the world of private classes. That is where you stand a chance to make more money.
