pre paid debit cards

Are there any type of visa/mastercard/? gift/prepaid cards here in Chile? If so, where can they be purchased in the Santiago area?

Found an article from a year or so that said those cards are still in project mode. Haven't heard anything since, but hopefully the credit-card maven president will lend his support to the movement.

I have been looking for one since I got here about 3 months ago and still haven't found any....
