Chilean ID while Visa Application is in Process

Postby shilpa » Mon Jun 21, 2010 9:17 pm

Dear friends,

I have applied for the permanent residency and received the document regarding application in process. Is it possible to get the Chilean Foreigner ID renewed, using this document?

Thanks.

My husband and I have just received our visa permanencía. In the meantime our visa temporada was expired as wel as our cédula (ID card). However our old cédula was valid together with the document that says your application is in process. So not to worry. As soon as you have your visa permanencía you can apply for a new cédula that wil be valid for 5 years. Hope this helps. Ellen.

sorry, been more than a bit off the internet recently.

You can not get a Chilean ID while your application for temporary residency is being processed. It would be a defacto temporary residency basically.

Also, once you have your temporary ID, start to apply for permanent residency, and is expires while you are waiting, it is not valid. In fact, we just had a meeting with the legal department at immigration about this problem, and the related problem that the former administration had ordered INTERPOL ( A.K.A. PDI ) to confiscate them at the boarder when they encountered them (criminals were buying and selling them).

There is suppose to be a fix in the works for that, including a statement on your receipt for filing the paperwork explaining to third-parties that they are valid and trying to get the civil registry to renew them. Basically, it is silly to leave foreigners in the country with no form of official paperwork stating they are in the country legally.

The real root of the problem was slow processing at immigration. We are starting to see some real results now as they reorganize immigration, and who approves the applications. Still fairly sporadic, depending on a lot of factors, but there seems to be hope that the back-log will get sorted out.

Thanks Ellen-y-Rene and admin for your replies.
@admin,
Special thanks for providing the detailed explanation. This is going to help me a lot.

It's puzzle for everyone I guess that why the permanent visa process takes so long. Recently I came to know that it may take up to 8-9 months or even more than that. It might be painful especially if you are visiting to other countries in between.
I think it will be difficult to visit countries such as US then, because for getting a US visa (as per my understanding) it's always kind of necessary to show them the proof that you are returning to the resident country. Now I am still WAITING for the Chile's permanent visa.

Thanks again for your valuable help admin.

Thanks and Regards,

Hello Friends,

Very recently I received PERMANENCIA DEFINITIVA after a long wait. I really wonder about the time it took for the processing, However I am glad that I received the said visa finally. I am sure it will make banking, insurance and many other things very easy now.

Thanks Admin and Ellen-y-Rene and many others who have always helped me on my queries.

Regards,
Shilpa

Hi Groschi,

It took 6 months for me. For some people over here in Santiago, it took about a year to get it done.

Thanks,

We have not really had a reason to submit one in a while, but immigration seems to be humming along for the most part (as much as they ever do). We have not seen any super delays for anything.

With respect to the processing time, when we speak about applications for definite permanence, here are some facts to report:

In this case, the date of filling out the form (very same date is written on it), and the date of sending it by registered mail "express" to Santiago are the same.

Though mail arrives by registered mail "express" to Santiago on the next morning, it is [generally] actually picked up from the post office by someone from the extranjeria two or three or four days later.

The "dated" date of the application, as it is shown on the "consultas" website*, is stated as if it is 14 days later than the date of filling out the form.

* https://consultas.extranjeria.gov.cl/index.jsp

The "in process" paper, together with 3 additional pieces of paper, arrives about 25 days after the date of mailing the original app.

The 1st of these additional papers is a letter telling some details about how the processing works, and what to do.

The 2nd and the 3rd papers are four copies (i.e., two per sheet) of the "ORDEN DE GIRO", valor $44.380.

The original two copies of these have to be returned by mail to the extranjeria in 30 days.

When asked** (two days after these 2 copies were actually picked up from the post office) for a confirmation that they are actually "received", the response reads:

"Sugiero a usted realizar su consulta una vez transcurridos 45 días aproximadamente desde la fecha de envío de sus documentos por correo."

That is, "you may ask 45 days later, dude!..".

Well, when asked 45 days later, the response reads: "you may ask 20 days later", that means that someone has to bring this "ORDER" and attach it to your file, and it may take literally more than 2 months (45 + 20 days, right?).

Just an idea of how fast the paper moves through the Stgo extranjeria office.

The post is related to the application, where the current time of the "in processing" status is a bit more than 3 months.

That's all for now.

yea, I might add for any immigration application, the local regional offices have access to the national internal database while it is being processed. They may or may not tell you the status, or the problems, well in advance of the official letters which can take up to 6 months or more to mail out.

That is essentially the most important thing that we do for our clients when we handle immigration applications, besides preparing the applications correctly to begin with the way immigration offices likes to see them. We maintain good relationships with the regional immigration officers (because we process a lot of applications all over the country), and when there is a problem they tell us unofficially so we can get ahead of the problem rather than someone waiting 1-6 months or more to start fixing whatever the main office in Santiago has flagged for correction. For example, they often will flag a certain document to be legalized. Well, it will take up to 6 months to receive a notice of that, and perhaps another 2 months to get the document legalized in another country and sent back to Chile. If we can have that in the hopper, by the time the official notice would be issued, we get in to the database to correct the problem, and we can disregard the notice when it arrives.
