Companies like Aeroperu didnt have such qualms but for some reason they crashed themselves out of business.
Many new pilots get their experience flying small planes in remote areas, often with cargo only at first. Maybe such opportunities exist in the south of Chile.
In the Central region it is very doubtful, the skies are quite busy and there are lots of qualified pilots with Chilean certification.
