If the ocean is too cold in La Serena, then Chile is probably not where you want to look. I'd suggest someplace tropical.

I think one reason the real estate is cheaper is because it moves frequently. 8)

Thinking a bit more, I would suggest you check out the north coast of Brazil, Salvador to Fortaleza. Certainly the water is a lot warmer. I have known Chileans that have gone there to work and never came back home...

If you want 12 months a year, close to a nice playa, swimming in your bathing-suit (or nude, of course 8) )...
Sorry... Chile is not the place for you.
Look... all of the other criteria you list are available in a few diff. places up~down Chile.
BUT... you will need to buy/wear a wet-suit if you want to swim year-round in the (chilly)Chilean Pacific.
If you can live with wearing rubber... welcome :D
If not... keep looking :roll:

the US Dollar is at historically low prices right now, so you won't get as good deals as two years ago

if you were to place Chile in the northern hemisphere it would span from Mexico City to southern Alaska, this can give you an idea about our climate (it's a bit colder here due to the Humboldt current)

I recommend looking between Arica and La Serena, anything south would be a bit too cold for what you are looking ... cities as Iquique and Antofagastahave experienced a mining boom so they might have better services, but also more expensive .. and there are loads of minor towns such as Pisagua, Mejillones, Taltal but for sure way more provincial ... a very nice beach is Bahía Inglesa (near Copiapó)

Hey, you all forgot about Easter Island!
warm water and weather, Anakena beach is just wonderful with those moais there.
It is like another country. People are so relaxed there :)

But I guess after a while you get bored in such a small place :)

First of all: You get what you pay for. Cost of living in Chile differ greatly. If you want to live by western standards I'd say cost of living is even higher. However, if you don't mind an old house and buy your necessities at local markets you can get by a lot cheaper. I know a lot of Chileans who get by with 300.000CLP.

For renting property in V Region check out http://www.portalinmobiliario.com. Might be good for other areas, too, but I never checked. You can get decent places below 200.000 CLP (400 USD) if you don't need north american standards. Most properties are also listed on vivastreet.cl, prices are usually negotiable.

As you go further north, things get more expensive. Valparaiso is probably still the cheapest area if you don't rent around the Unesco hills.

I've been living in Concón for a year now and it is not cheap. It's also pretty boring. :) Except for the view I can't really recommend it. I'll be moving back to Valpo in a few weeks.

....Or rather to the north pole (though there is no land at the north pole) since the Chileans have colonised Antarctica and claimed as far as the south pole.
