I read that on a website a week or so ago that detailed things. Wish I had the link now, but will look for it again.

"To qualify for the foreign earned income and housing cost exclusions, the individual must have foreign earned income, his or her tax home must be in a foreign country, and he or she must meet either of two tests:
The bona fide residence test, which requires the taxpayer to be a bona fide resident of a foreign country or countries for an uninterrupted period that includes a full tax year, or
The physical presence test, which requires the individual to be present in a foreign country or countries at least 330 full days during a period of 12 consecutive months."

I'm pretty sure they have signed the treaty....

WASHINGTON – In a ceremony at the U.S. Department of the Treasury today, Treasury Secretary Tim Geithner and Chilean Finance Minister Andrés Velasco signed a new income tax treaty between the United States and Chile that would provide certainty and stability of tax treatment for U.S. and Chilean cross-border investors.

Pan American's post is completely erroneous as applied to individuals who are citizens or permanent residents of the US. It can apply to corporations in certain circumstances. I am a tax attorney and know whereof I speak, at least when it comes to tax matters. I have not been following foreign earned income exclusion, too busy on other matters.
