Damaged by the earthquake, fix?

Hi yall,
Our apartment's several cracks on the wall and we are wondering who should be responsible in getting it fixed or who should we claim to. From what I've heard, there's a 5 years guarantee for all households that is ruled by law. Therefore... humm... any one's undergoing the same thing?
