I didn't read the whole thread, so if this has been said before, please excuse the redundancy.

The Scotia bank is part of the ATM alliance, which allows customers of member banks to use their ATMs world wide without a fee.

http://en.wikipedia.org/wiki/Global_ATM_Alliance

Also at least in the V Region Banco Estado does not have the extra fee charged directly at the ATM. (Possible international fees of your own bank still apply)

Edit: It seems for Chile this only applies to Westpac, Deutsche Bank and Scotia Bank.

Has anyone had trouble entering an ATM kiosk using their foreign ATM card?

I try to use Banco Security because they still don't charge the 2500 handling fee. Before Christmas sometime, the Banco Security in Temuco finally fixed their door so that you needed a card to enter again. It had been broken for about a month or so. I was able to use my foreign ATM card and enter without a problem. But now (Jan 2012), my foreign ATM card doesn't open the door. This only happened with Banco Security. The first time it happened, I went to Scotia Bank on the opposite corner and got money from there (but with the fee). The next time I tried Banco Security, it wasn't working again. This time I thought I should try to use a Chilian ATM card to open the door. The Chilean card opened the door. Once you get inside the door, the machine works with the foreign ATM card without a problem.

Anyone had this problem with any other Banco Security locations? Or any other banks?

Some ATMs accept international cards and some don't. You will find out as soon as you sign in. Regarding fees contact your bank and ask for their international counterparts. Bank of America's is Scotia so no fees.
We agree to disagree.

Hmmm. All RedBanc machines accept international cards on the Plus or Cirrus systems. There are some Chile-only machines which are not part of the RedBanc system and those definitely will not take international cards. Bank of America at Scotia does incur a currency exchange fee of 1%.

Just next to the Banco Security ATM kiosk in Temuco, there is the main entrance to the bank, so you pass the security guard, turn to the left, and here is the entrance into the very same ATM kiosk, just from inside the bank. Its open (when the bank is open, of course).

Yes, when the bank is open I use the main entrance. But probably 19 times out of 20, it is well past 2pm when I am there so I have to enter through the side door. :)

Funny thing today was that the card that didn't work last time, worked.

The ATMs at Banco Estado don't accept my ATM card. Also at Lider.

Banco Estado is Cirrus system only. Not only is there no Chile-side fee, there is no 200.000 cap per withdraw.
