So he WASN'T BORN in Chile, he just emigrated to this country from Palestine meaning you should be trying to get your GRANDMOTHER'S birth certificate if SHE was chilean. In your family line you should "connect" with the one that was born here in Chile to qualify as a chilean descendent.
My question to you is...what about your relatives living in Chile getting your grandmom's birth certificate? They can walk to the nearest Civil Registry and inquire, doesn't it make more sense?
