Acces to my property

Hi, (second time this topic, first time somebody run away with my topic. Never got an answer.)

We have a property close to Panguipulli. It’s situated along the road from Panguipulli to Coñaripe (Google earth 39°36'34.57"S/ 72°14'7.43"W). This road (road number 203) is not yet a very busy road but they drive fast and some drive very fast. Our access is in a curve of this road, and it is in this way that if we want to access the property someone has to get out of the car and watch if there is no traffic coming. For now we don’t live there yet and the only one that is accessing the property is the former owner to see his cows. Next to our part is still a part that is his, and he has to use our (the only) access. This year or next I want to make the access more save. So it is along the road and not on a angel of 90 degrees. The plan is to do this together with my ‘neighbor’, the owner of the cows. This are my plans.
My questions are; do we need permits for this kind of work? Do we have to make drawings of the plan? May we do it ourselves or do we have to contract somebody? What does it cost per hour to rent machinery and what does it cost per hour to have it done.

Lote B3 is ours. The Red line is the acces at this moment. I want to make the yellow and the green.
I need to excavate a part of the yellow, to make the green I want to use the leftover ground from yellow.

As long as the modifications are on his property or your property or otherwise does not directly alter the main road, you should not need permits.

As for machines, what tends to be expensive in rural areas is the gas to get the machine to the place. You would really have to check locally. That said, I have also seen some fairly incredible roads built by hand and ox in the south. Also, the economic situation has a lot of idle machinery around the south with small building companies. Might not be a good time to do it.

Next trip down, consider checking with the local municipality. Sometimes in rural areas, machinery owned by the municipality can be used at a much cheaper rate (gas not included) or even gratis, as in our case, to cut in a road, or widen or improve access. I got a free load of ripio (sp???) delivered and next month will get our access path made into a road at no cost. I'm sure different towns have different ways of doing things, but it's worth a try. I went with my neighbor to help explain what I needed.

Yea, I know in Chiloe that they will do road work for you if you provide the gas. Again, gas for a large machine is seriously expensive.
