Pension refund temporary resident

Hi,

I'm looking to transfer with my company for 12 months to Santiago and currently doing some maths to determine a few things.

Does anyone know if the pension plan donation (deducted from salary) can be refunded for temporary residents when leaving Chile? In Australia this is possible as long as you are working on a temporary visa.

I asked that question with the rep from one investment firm when I started here in Chile and she said yes. However, she was not sure of the procedure and the tax consequence though, probably because I was the first person asking her that question.

I think you will also have to follow the law in the country that you are returning to, for example, in the US, you are required to put the money in a rollover IRA account.

Personally, I chose an international investment firm so that I can have access/control to the fund wherever I go. They also are very nice, similar to what I am used to be treated (professionally) by investment firms in the US: personal quarterly visit, birthday wishes, personal periodic report delivery, fast response whenever I need anything, etc.

Many countries have treaties with each other that will give you credit towards your pension in your country of citizenship when you work elsewhere.
The U.S.A has a Social Security Treaty with Chile, for example, though not a tax treaty.
You should determine if a treaty exists and make your decision based on the best course of action for you.

If it is from the U.S., you are suppose to request an exemption certificate from the country you will be paying in to. For example, I have one from the Chilean system that I pay to them, and thus do not need to pay in to the U.S. social security system.

I might be wrong but I think the original poster was asking about the self-managed retirement account similar to the 401(k) and IRA accounts in the US.

Thanks for the feedback. I wasn't asking about a self managed pension, more the fact if i can either not pay the pension contribution or get a refund if i leave.

I did a bit more investigation with the Australian tax office and it appears there is a bilateral agreement with Chile for people working in Australia who will be transfered temporarily. It basically means that if you continue to make contributions in Australia then you are exempt from making any contibutions in Chile (therefore avoiding double pension).

Any other Australian considering a similar move to Chile will find the following ATO page useful:

That is very interesting - does anyone know if such an arrangement also exists for Canadians?

My new employer has asked me to sign up with an AFP before I start work in a few weeks. I will likely only be in Chile for a few years, and would rather not have pension funds all over the place. Any recommendations?

Fonasa

I’m concerned about the connotations of having BBVA Provida health (and attached pension) cover.

I took it out to obtain Fonasa health benefits because I haven’t been able to find any company which will give me health insurance due to my age and cancer history.

Based on advice that Fonasa coverage is available to anyone who is self-employed, even if one is earning less than the minimum, I’m declaring minimum monthly earnings (currently $159.000) although I don’t have any Chilean-sourced income. I’m being assessed Fonasa coverage calculated as 7% of declared income, charged hand-in-hand with pension cover of roughly 13% of income.

My question to anyone who can help me please is:

Am I entitled to Fonasa health coverage, given that I do not have any Chilean-source income?

I have been inquiring myself with regard to Fonasa and due to the fact that I have been in the country only a year w/o any health insurance, I'm also interested in the subject.The responses I've been getting ( neighbors) are conflicting, some are saying that you need to be employed by someone to be entitled to Fonasa and others just like you have stated. I was also told that you have to be a chilean citizen since this program is funded by the goverment... ( is it? If it has replaced what it used to be "Servicio Nacional de Salud" then it is).I must get more information and probably I will need to go to Fonasa in person.At this point I'm totally clueless.As soon as I know something I could let you know.

Institución: Fondo Nacional de Salud (FONASA)
Informacion Vigente desde:18 de Febrero de 2009

******Certificado de cobertura de salud para chilenos en el extranjero*******

Descripción: Autoriza el pago del 7% de la pensión a Fonasa para tener derecho a prestaciones de salud en Chile.
Para quién: Personas que no sean pensionados ni cotizantes en Chile, y que perciban una pensión de un país que mantiene un convenio de seguridad social con Chile.

Para tener cobertura del Fondo Nacional de Salud (Fonasa), el asegurado que percibe una pensión de otro Estado Contratante, con el cual existe vigente un Convenio de Seguridad Social suscrito con Chile, debe solicitar en la Superintendencia de Pensiones el certificado de salud para cotizar directamente en Fonasa el 7% de la pensión que percibe del extranjero y cuyo monto debe estar indicado en dicho documento.

Una vez recepcionado este requerimiento, la Superintendencia de Pensiones remitirá al domicilio particular del interesado el respectivo certificado, para que éste concurra directamente a Fonasa y pague la cotización del 7%.

¿A quién está dirigido?
A las personas que no sean pensionados ni cotizantes en Chile, y que perciban una pensión de acuerdo con la legislación de otro Estado Contratante, con el cual existe vigente un Convenio de Seguridad Social suscrito con Chile, y quieran tener cobertura de salud en Fonasa.

Requisitos
Recibir una pensión de acuerdo con la legislación de otro Estado Contratante con el cual existe vigente un Convenio de Seguridad Social suscrito con Chile. Este trámite deberá realizarse personalmente por el pensionado del otro Estado.

Documentos requeridos
Liquidación del pago de la pensión otorgada por el otro Estado Contratante.
Cédula de Identidad u otro documento que respalde su identificación
Costo
No tiene costo

¿Dónde se realiza?
En la Oficina de Atención de Público de la Superintendencia de Pensiones, quien verificará su identidad previa presentación de su cédula de identidad o algún documento del otro Estado Contratante, adjuntando la liquidación del pago de su pensión. Las direcciones son las siguientes:

Santiago: Morandé 249. El horario de atención es de lunes a jueves de 9:00 a 15:00 horas; viernes de 9:00 a 14:00 horas.
Antofagasta: Washington 2534. El horario de atención es de lunes a viernes de 9:00 a 14:00 horas. Teléfono Fono: (56) 55 - 22.8340.

Resultado
Certificado de Salud para pensionados en el extranjero, para tener cobertura de salud en Fonasa.

Observaciones
Este trámite no se realiza para los pensionados de Brasil, España y Alemania.
