I've been trying to find an answer to that question myself for a while. I'm nearing two years on my overstay and am starting the process to get "legalized" soon - hopefully this will just include the multa and a trip to Mendoza. I'll report back.
P.S.: I was told by someone with alleged practical experience that the one year requirement to apply for the residencia permamente does not require the temporary visa first, but works on tourist visas and border hopping, too. Supposedly they just care if you can support yourself here in Chile. If that is true, it'd be interesting to know if an illegal stay counts towards that, too.
