One way Chile has stayed out of the red is by selling most major public works as private concessions. So, for example Chile does not have to foot the bill for those nice highways, and they can focus public funds on more rural areas. Electric grid works in a similar manner. Companies handle the higher population areas, and the government provides things like the rural electrification project.
Local elections are coming up, and it looks like the bums in office are going to be kicked out. It is normally taken as a fairly good sign of how the presidential election will go. I do think they need to get off their rear and spend some of that public money on things like education, energy research, universities, and so on.
