Here is a quote about La Serena, On the edge of the Northern desert, it doesn't get much rain, though.

La Serena enjoys a transitional climate between the arid northern desert of the Atacama and the pleasant Mediterranean climate of the central coast. Clear skies and temperatures range between 15° Celsius (59º Fahrenheit) and 20° C. (68º F.) during the summer, with an average annual temperature of 14.7º C. (58.4º F.). July is the coldest winter month and February, in mid-summer is the warmest.

here is another link that talks about weather and climate

The other area I'm familiar with is the the lake region to the east of Valdivia. There are gorgeous mountain vistas and the weather is within your ranges. there are weather charts for Valdivia on this link.

It seems that anywhere from La Serena in the North to lake region in the South would meet your requirements, the mountains are everywhere. There is more rain in the south.

Well Gloria just moved to Valdivia and we are building (with other family members) to the east on Lago Ranco in the hamlet of Ilfen. It is incredibly beautiful, but then so is most of Chile.

If you enjoy golf and the beach, there is a place called La Serena Golf that fits the bill weather wise. When thinking of Central and Northern Chile along the coast, think of California. In California, unless you have an offshore flow of air, the weather is not too hot or cold. The same in Chile. We own a place at La Serena Golf right on the ocean. Of course we like to golf. I have a bodega one floor underground where we store our wine. The temperature change is very little there between summer and winter, and even less so in the bodega. Do a search for it on the internet.

We are from Southern California and we LOVE La Serena (well, at least the weather, but the town isn't half bad). Coastal desert just like SoCal - but MINUS the people!!!! We also love Zapallar and Papudo (more like Northern California).

Not sure what you are into, but Las Tacas is a community out in La Serena - swanky (Chilean swanky I should say). Not sure if you are seeking creature comforts or a more authentic experience. I was born and raised in Colorado though, and I must say La Serena does not remind me of the Colorado front range. I also think it might be a little hot for the perameters you set out. I think you would be happier somewhere in the South of Chile like Pucon or anywhere in the Lake District.

I think so too! :D The Lake District looks perfect from everything I've read. That will certainly be a the top of the list when we come visit.

I second that statement, especially about Papudo, and the coast between Zapllar and Papudo is gorgeous as well. Too many people stop at Zapallar, but it's worth driving another 20 minutes north to Papudo which has a more relaxed feel to it.

Northern chile is technically in the tropics as the tropic of capricorn passes through it.
so there has to be some watered area up in the north where tropical fruits could be grown.
