I would not hang my hat on the three year old article mentioned above. Any law can theoretically be challenged in the Supreme Court and FATCA is no different. As soon as more countries reap the benefits of information sharing, FATCA will most likely be included in future treaty negotiations and amen...

I'm sorry, I don't know how to convert the vale vistas into a check that is recognized in the USA. Perhaps someone else can help. Undeclared money or financial instruments (checks) can be seized. You can contact US Customs before hand and ask them exactly what to do. Locate the office at the airport...

Where is the money now? In a bank? Do you have a USA account? Can you ask the bank to issue you a check? If so, just put it in your pocket and hop on a plane.
