I think that's a pretty standard clause in lease contracts here in Chile actually. Coupled with daily fines for late payment, your contractual obligation can quickly balloon. Some contracts also specify they'll report you to DICOM or whatever if you don't comply. Try to find someone to take over you...

For Mobile, then go for Virgin Mobile or Simple (https://www.simplemoviles.cl/). Post paid is not an option until you have a cuenta corriente in the bank. Some buildings are limited to just one company and there's nothing you can do about that. For me personally Movistar has been better than vtr in Santiago. In the fifth region vtr was my only option and it's been OK in terms of reliability and speed. In terms of customer service both suck bricks side...

Banco de Chile had no problem opening a fondos mutuos account to an American friend, and the question of his US tax compliance never came up during the process.

You don't need a bank account to open a fondos mutuos account. You can do that with just your tourist RUT, passport and some document showing how you came into possession of the money. It just takes a week or so to set up, that's all. Otherwise, yep, ATMs.
